Regulatory

In Russia the clinical trials are regulated by the Federal Law No. 61 (Chapter 7). Approval to start a clinical trial is issued by the Ministry of Healthcare. The ethical examination is done by the Ethics Council of the Ministry of Healthcare, who issues an opinion on the ethical possibility for the given trial.

Pharmaceutical Industry & Clinical Trials Market

The pharmaceutical industry, which involves the development, manufacturing, and marketing of medicines, is expanding actively in Russia and is projected to grow to 2.35 billion Russian rubles by 2023. One of the factors shaping the market is the government’s push for national security in medicine supply, outlined in the document “Pharma 2030 Strategy.” Another driving force of the industry is the evolution of online retail of medicines, legalized during the COVID-19 pandemic.

Medical System in Russia

Public healthcare is free for all Russian citizens. The healthcare services are offered by the state, municipal (local) as well as private providers. Free healthcare is provided by the state from the Federal Compulsory Medical Insurance Fund (FOMS). Citizens can also choose private healthcare services.
